Le probl\u00e8me fondamental de l’Angleterre, et m\u00eame du Royaume-Uni, est que le Brexit a plac\u00e9 au poste de premier ministre une personne qui, dans d’autres circonstances, n’aurait pas \u00e9t\u00e9 envisag\u00e9e pour ce poste. Contrairement \u00e0 Sturgeon, il incarne un vide moral indiff\u00e9rent, d\u00e9sorganis\u00e9 et sur-privil\u00e9gi\u00e9.

\nVous pourrez penser que je suis partial, bien s\u00fbr. Mais nous sommes ici \u00e0 l’aube de ce que l’on peut raisonnablement suspecter d’\u00eatre une propagation ph\u00e9nom\u00e9nale d’infections omicron qui pourraient vraisemblablement submerger les services de sant\u00e9. En r\u00e9ponse \u00e0 cette situation, la Premi\u00e8re ministre Sturgeon, avec son sens des affaires habituel, a pr\u00e9par\u00e9 un plan d’action coh\u00e9rent \u00e0 mettre en \u0153uvre par \u00e9tapes, en fonction de l’\u00e9volution des connaissances scientifiques sur la derni\u00e8re variante du coronavirus. Une part importante de son travail consiste \u00e0 tenir le public inform\u00e9 et \u00e0 le pr\u00e9parer \u00e0 se conformer aux mesures qu’elle pourrait d\u00e9cider de mettre en \u0153uvre dans les jours et les semaines \u00e0 venir. En Angleterre, en revanche, la confusion r\u00e8gne en raison de l’absence de leadership cr\u00e9dible et solide.<\/p>\n

Cependant, m\u00eame une dirigeante \u00e0 l’esprit d’entreprise telle que Sturgeon ne pourrait \u00eatre efficace si elle n’avait aucune empathie avec le public ou si elle avait agi d’une mani\u00e8re qui lui avait fait perdre leur confiance. En \u00c9cosse (et m\u00eame en Angleterre), la confiance accord\u00e9e \u00e0 Sturgeon est \u00e9vidente, alors qu’en Angleterre et dans tout le Royaume-Uni, les gens douteraient aujourd’hui de votre sant\u00e9 mentale si vous affirmiez que vous faites confiance \u00e0 Boris Johnson. En cons\u00e9quence, on peut s’attendre \u00e0 ce que des mesures strictes de sant\u00e9 publique soient respect\u00e9es en \u00c9cosse, alors qu’en Angleterre, on peut s’attendre \u00e0 la pagaille habituelle.<\/p>\n

Il n’est malheureusement pas exag\u00e9r\u00e9 de dire que Johnson n’a aucune empathie pour le grand public. Il n’a aucun respect pour eux et aucun int\u00e9r\u00eat pour eux, et il ne les comprend m\u00eame pas vraiment. Tout le monde sait que Nicola Sturgeon est au p\u00f4le oppos\u00e9 de cet innommable cr\u00e9tin surprivil\u00e9gi\u00e9, car elle ne cesse de mettre en \u00e9vidence sans effort ce douloureux contraste.<\/p>\n

On peut dire que l’Angleterre et le Royaume-Uni sont aussi malheureux d’avoir eu l’ineffable Johnson \u00e0 la barre pendant la crise de Covid que l’Italie a la chance d’avoir l’admirable Mario Draghi comme pr\u00e9sident du Conseil des ministres. C’est m\u00eame un plaisir de voir Draghi s’acquitter de ses responsabilit\u00e9s de chef de gouvernement avec un s\u00e9rieux et une efficacit\u00e9 m\u00e9thodique qui sont pr\u00e9cis\u00e9ment ce dont nous avons besoin en ce moment. O\u00f9 qu’il aille, le profond respect qu’il inspire est palpable et d’autant plus impressionnant qu’il est bien m\u00e9rit\u00e9, j’ose le dire. En Italie, il s’agit d’une question de constitution qui permet \u00e0 un administrateur techniquement comp\u00e9tent d’\u00eatre nomm\u00e9 par le pr\u00e9sident de la r\u00e9publique pour g\u00e9rer une urgence nationale : quand vient l’heure, vient l’homme. En Angleterre et au Royaume-Uni, par contre, il s’agit d’une question de basse politique comme d’habitude \u00e0 l’anglaise, r\u00e9sultant d’une confluence de crises nationales qui ont d\u00e9bouch\u00e9 sur un \u00e9chec de leadership : \u00ab\u00a0cometh the hour, cometh the clown\u00a0\u00bb.<\/p>\n

Depuis l’\u00c9cosse, on observe le spectacle en Angleterre avec d\u00e9go\u00fbt, bien s\u00fbr, mais on se demande aussi in\u00e9vitablement comment nous pourrions g\u00e9rer nos affaires dans un cadre constitutionnel qui donnerait \u00e0 un dirigeant responsable et respect\u00e9 comme Nicola Sturgeon les pouvoirs et la libert\u00e9 d’action dont dispose M. Draghi.<\/p>\n

A PAINFUL CONTRAST<\/p>\n

The Guardian item below from a while back addresses differences in government style and substance in Scotland and England during the present public health emergency.<\/p>\n

The fundamental problem for England and indeed the UK is that Brexit has put an individual into the office of prime minister who in other circumstances would not have been considered for the post. Unlike Sturgeon, he is an indolent, disorganized, over-privileged moral vacuum.<\/p>\n

You will be thinking that I am biased, of course. But here we are on the brink of what is realistically expected to be a phenomenal spread of omicron infections which could conceivably overwhelm the health service. In response to this First Minister Sturgeon, in her customary businesslike way, has prepared a coherent plan of action to be implemented in stages, consistent with developing scientific understanding of the latest coronavirus variant. An important part of her work consists in keeping the public informed and willing to comply with the measures which she may decide in the coming days and weeks that it is appropriate to implement. In England, on the other hand, there is confusion because of lack of credible and sound leadership.<\/p>\n

Even a businesslike leader such as Sturgeon could not be effective, however, if she had no empathy with the public or if she had acted in ways which had caused her to lose their trust. In Scotland (and indeed in England) Sturgeon is clearly trusted, whereas in England and throughout the UK people would now think you needed your head examined if you said you trust Boris Johnson. Consequently, compliance with strict public health measures can be expected in Scotland, whereas in England you can expect the usual shambles.<\/p>\n

It is, unfortunately, no exaggeration to say that Johnson has no empathy with the general public. He has no respect for them and no interest in them, and he does not truly even understand them. Everyone knows that Nicola Sturgeon is the direct opposite of this unspeakably overprivileged cretin, as she demonstrates this painful contrast effortlessly all the time.<\/p>\n

England and the UK may arguably be said to be as unfortunate to have the ineffable Johnson at the helm during the Covid crisis as Italy is fortunate to have the admirable Mario Draghi as President of the Council of Ministers. It is even a delight to see Draghi discharge his responsibilities as head of government with a seriousness and methodical efficiency which is precisely what is needed at this time. Wherever he goes the deep respect which he inspires is palpable and all the more impressive for being well deserved, I venture to suggest. In Italy it is a matter of a constitution which allows a technically competent administrator to be appointed by the president of the republic to manage a national emergency: cometh the hour, cometh the man. In England and the UK, on the other hand, it is a matter of low politics as usual in the English style, resulting in a confluence of national crises which have produced a failure of leadership: cometh the hour, cometh the clown.<\/p>\n

From Scotland one views the spectacle in England with distaste, of course, but we also inevitably ponder how well we might manage our affairs within a constitutional framework which would give a responsible and respected leader such as Nicola Sturgeon the powers and freedom of action that Mr Draghi has.<\/p>\n
